Mitsuhiko Fujii – DPRK Abductee Issue – 38th UN Human Rights Council Meeting General Debate Item4

Mitsuhiko Fujii representative of Rompa Project addressed the Abduction issue by North Korea.

North Korea systematically abducted Japanese citizens as well as the US and South Korean citizens around 40 years ago.

The Japanese government officially recognized 17 Japanese have been abducted and hundreds of others were also considered as the specific missing person.

The number of Japanese, who were abducted by North Korea during the 1970s and 1980s, and are currently recognized by the Japanese Government, is 17.

Prime Minister Koizumi visited the Democratic People’s Republic in Korea (DPRK) in 2002, North Korean leader admitted their crime and apologized and shortly afterward five of the abductees were returned to Japan. Twelve abductees are still held in the country.

Other than those 12 people, there are hundreds of missing persons that are strongly suspected as having been abducted by the DPRK.

The range of occupations of these missing persons includes doctors, nurses, engineers, printing technicians, etc. These were the kind of people the DPRK needed to catch up with the rest of the world.

According to the South Korean Government, the number of abductees from South Korea, who still haven’t been returned, is 516.

The family members of these abductees are aging rapidly. Some have already passed away without holding their loved ones in their arms. Those who are still alive spend their days in tears, longing for the return of their loved ones.

The nationalities of abductees are widely spread, including the U.S.

Last September, in the UN speech, President Trump addressed that the issue of abduction by DPRK is an “issue that should be solved by the UN.
The United Nations Human Rights Council established the Commission of Inquiry (COI) on Human Rights in the DPRK in 2013 and Mr. Marzuki Darusman, UN Special Rapporteur on the Situation of Human Rights in the DPRK, reported that their crime is not only a crime against humanity but also a crime of genocide.

Four years have passed since the report was issued but nothing has been settled.

The DPRK has been ignoring human rights.

The report of the Commission is only about the situation of the North Korean people, and it does not include the victims of abduction.

The abduction issue is like a terrorist attack on foreign soil.

We requested the UN Human Rights Council to establish a commission of inquiry on the abductee issue and make every effort to solve this issue.
